1. (C) The Ambassador delivered the message from President
Bush to Prime Minister Koirala (reftel) on May 17. The
Ambassador extended the President's offer of congratulations
and assistance to Nepal during this historic, hopeful, but
difficult time. The Prime Minister expressed his
appreciation for the President's letter. He agreed on the
importance of unity among political parties, getting the army
under civilian control and pursuing a cease-fire and
disarmament with the Maoists. Koirala said that he hoped the
other political parties in the seven-party alliance would
decide on Cabinet portfolios by May 18 so he could fill his
Cabinet. Immediately following that would be a proclamation
limiting the King's powers and placing the army under
civilian control.

2. (C) The Prime Minister was very thankful for the
President's letter and U.S. support during this transition.
He expressed some frustration that the other parties had not
yet resolved internal differences to move forward with naming
a Cabinet. However, he remained intent on keeping unity
among the parties and believed giving them time to select a
Cabinet would help accomplish this.
