1. (C) Credible derogatory information has come to light
regarding Raz Mohammad Oryakhil, who was nominated as the
deputy commander of the guard force for the Afghan National
Detention Facility at Pol-e-Charki (reftel: see bio data in
paragraph two). CSTC-A has seen MOD documentation reporting
that Oryakhil is alleged to have perceived an insult to his
family by the Afghan National Army colonel responsible for
the DIAG program and to have arranged for the colonel's
arrest and manacling. The report indicates that Oryakhil and
two brothers (who are not nominees for the guard force) then
beat the colonel so severely that he required hospital care.
The issue was investigated but not prosecuted within MOD
because the offense occurred away from a military
installation and, consistent with Pashtun custom, Orykhil
apologized and compensated the colonel. Based on this new
information, post is withdrawing his nomination due to
Leahy-related concerns and will update the ACES database to
reflect this development.
