1. (S/REL GOA) Polmiloff delivered reftel A message on
December 10 to Wakil Shakir and Mohammad Zia Salehi, who are
now handling detainee affairs at the Office of the National
Security Council (ONSC) related to the Takhim e-Solh (Peace
Through Strength) PTS reconciliation program. In a
discussion of PTS-related process issues, Salehi and Shakir
advised that the ONSC alerts the provincial PTS program two
days before the detainee is returned. They said it would
therefore be helpful if ONSC is notified two weeks before the
planned release date and if additional information (father's
name, province, district, and date of capture) is included in
the notification. Salehi and Shakir acknowledged GOA
responsibilities under the August 2005 exchange of diplomatic
notes.
