1. (SBU) Polmiloff contacted Afghan National Security Council
officer for detainee affairs Jamil Bahramy regarding the five
individuals listed reftel, to confirm whether the GOA would
be willing to accept these individuals back from Guantanamo
through the reconciliation program (PTS). Bahramy, after
consulting with Acting National Security Advisor Ibrahim,
replied that the GOA would accept three of the individuals,
as follows:
Perrzai, Qari Hasan Ulla/ U9AF-000562DP
Noorallah, Haji/ US9AF-000494DP
Mohammed, Akhtar/ US9AF- 000845DP.
2. (SBU) The GOA does not/not agree to accept back the
remaining two individuals:
Rahman, Fizaulla/ US9AF-000496DP
Naserullah/US9AF-000967DP
3. (C) Bahramy gave the following information when explaining
the GOA's refusal to agree to the transfer request.
- Rahman, Fizaulla: Based on the interview done by the GOA
delegation to Guantanamo, this individual's Afghan
nationality has not been confirmed. The GOA is doing
additional background checking.
- Naserullah: the GOA delegation concluded from the
interview that he is a hard-core Taliban whose release would
be a threat to Afghan security.
4. (SBU) In place of these two individuals, GOA is requesting
release of the following:
Mohammad, Said/ US9AF-001056DP
Khan, Haji Nasrat/ US9AF-001009DP
Based on its interviews, the GOA delegation has concluded
that these two people are eligible for reconciliation.
5. (SBU) In addition, the GOA will soon submit a list of
additional names, numbering approximately 50, whom they have
determined are eligible for reconciliation. Post will
transmit this list as soon as it is received.
