Excellency,
I would like to inform you that last week I paid an official visit
to Beirut, Lebanon, and held thorough discussions with the President
of the Republic of Lebanon Mr. Emil Lahoud, the Speaker of the House
of Representatives Mr. Nebih Berri, the Prime Minister Mr. Fouad
Siniora, and the Minister of Foreign Affairs and Expatriates, Mr.
Faouzi Salloukh.
During the discussions, I examined with the Lebanese officials some
OIC Member States' willingness to participate in the international
peacekeeping forces in Southern Lebanon. In this regard, the
Lebanese officials welcomed this decision and stressed the necessity
of Member States' participation in the United Nations Interim Force
in Lebanon 'UNIFIL."
In addition, the discussions included the developments with relation
to the implementation of the UN Security Council resolution 1701,
which the OIC strongly supports as well as on the efforts underway
for the reconstruction of the areas destroyed in Lebanon during the
war. In this context, the Lebanese officials lauded the efforts put
in by the international community and the OIC Member States to
alleviate the suffering of the Lebanese people.
However, I must stress to you that all the Lebanese officials have
expressed their resentment and discontent with Israel's continuation
of air and sea blockade against Lebanon and complained that such an
act does not conform to the United Nations Security Council
Resolution 17701.
Therefore, on behalf of the Islamic world I join my voice to that of
the Lebanese government and people in calling upon you to bring the
Israel blockade to an immediate end in accordance with the spirit
and text of resolution 1701.

It is our understanding and belief that the implementation of
resolution 1701 concerning the latest war in Lebanon and all the UN
resolutions pertaining to the Arab-Israeli conflict, including full
withdrawal of Israeli troops form all Lebanese territories, is the
sole way to bring peace and security to this volatile region.
With the hope that the above matter will be given due consideration,
I renew to Your Excellency the assurances of highest consideration.
