(C) Summary: The Emergency Action Committee (EAC) met on July 14 to discuss REFTEL advisory and the possible effect on Indonesia of increased hostilities between Israel and Lebanon. EAC members agreed the issue had traction in Indonesia and that demonstrations were possible. EAC members agreed an Embassy warden message would be issued promptly should Embassy learn of any specific upcoming demonstrations. RSO and RA reviewed recent threat reporting and reiterated the possibility that terrorists could change tactics to targeting individuals for kidnapping or individual bomb attacks. Both RSO and RA urged attention to personal security and immediate reporting of suspicious activity. RSO briefed the EAC on several Embassy security programs to mitigate the threat of terrorists targeting individuals. CON and RSO reported that the biannual update to the travel warning was in process. End Summary. ¶2. (C) The Ambassador chaired a full EAC meeting on July 14 to discuss REFTEL advisory and the possible effect on Indonesia of increased hostilities between Israel and Lebanon. EAC members agreed the recent hostilities in the Mideast were attracting greater attention among Indonesians, leading to enhanced possibility of public demonstrations outside the Embassy. RSO reported there was no specific information of upcoming demonstrations later in the day but continued to discuss the issue with GOI security contacts. The Ambassador and RSO plan to meet with Indonesian National Police (INP) Chief General Sutanto to discuss threat issues. ¶3. (C) EAC members agreed an Embassy warden message would be issued promptly should Embassy learn of any specific upcoming demonstrations. ¶4. (C) RSO and RA reviewed recent threat reporting and discussed the possibility that terrorists in Indonesia might change tactics to target individuals for kidnapping or individual bomb attacks. RSO urged continued vigilance in personal security and reminded Embassy personnel to immediately report suspicious activity. RSO said Embassy guard vehicles patrolled critical parts of the city 24 hours a day and could rapidly respond to any security incident. RSO reaffirmed that all reports of suspicious persons or vehicles would continue to be investigated aggressively and suspicious persons confronted and questioned. The Ambassador requested that all current Embassy personnel ensure new arrivals were thoroughly briefed on all personal security matters. The Ambassador further reminded EAC members of the presence of visiting U.S. Navy ships and personnel in the Batam and Surabaya areas and the ongoing visit of the U.S. Navy hospital ship Mercy in Aceh. RSO noted he would keep appropriate DOD force protection personnel apprised of the latest security developments. ¶5. (C) RSO briefed the EAC on several Mission security programs, including an upcoming visit to Post by a DS Mobile Training Team that would offer classes on countersurveillance, self defense, and other personal security issues to the Embassy community and wider American community as appropriate (including school personnel). RSO further reported that his staff would continue to conduct countersurveillance training for all employees and provide hands-on antiterrorist driver training for all official and private drivers. ¶6. (C) The RSO also informed the EAC that he had requested DS ATA instructors currently in country training the INP on improvised explosive devices (IEDs) to build and test the most common IEDs used by terrorists in Indonesia against unarmored vehicles and armored glass. This request was based on past reporting that suggested Jemaah Islamiyah (JI) was planning to use these IEDs to target vehicles. The INP recently allowed DS ATA personnel to examine the actual IEDs seized in the November 2005 raid of JI bombmaker Azahari's safehouse. RSO said the results of these tests would be shared with the EAC and Washington. ¶7. (C) CON and RSO reported at the meeting that the biannual update to the travel warning was being cleared at Post before being submitted to the Department for clearance.
