(C) During a May 31 visit to Yogyakarta, Ambassador pressed Presidential foreign policy adviser Dino Djalal to weigh in on the Foreign Ministry's response (ref. B) to our request for a temporary SOFA agreement in conjunction with earthquake relief efforts there. The Ambassador told Djalal that while we could understand that there might be more extended negotiations for a permanent SOFA between the two countries, the current emergency situation called for the rapid adoption of the same solution as the previous two times last year. Some of the new provisions proposed by the GOI bordered on the insulting and could not be accepted. He pressed Djalal to intervene on the matter to resolve it quickly. ¶2. (C) Djalal replied that once Foreign Ministry lawyers get hold of such a document, problems could arise. He said he would look into the situation. PASCOE
