1.(C) The Ambassador saw Dino Djalal, Foreign Affairs Adviser to
the President, on October 19 and told him that we were
concerned that the Indonesian delegation was reportedly
alternating its votes between Guatemala and Indonesia. The
Ambassador noted the commitment made to the Secretary by
Foreign Minister Wirajuda in Washington (ref. D) and his own
October 17 conversation with Wirajuda (ref. B),who
reaffirmed once again Indonesian support for Guatemala.
Djalal was surprised about the reported behavior of the
Indonesian delegation in New York and looked quite concerned.
In the absence of relevant personnel in the Department of
Multilateral Affairs, PolCouns made ref A points and
complained about Indonesia's specific behavior to the office
of North American Affairs in the Department of Foreign
Affairs. They committed to pass the information upwards, but
did not provide a concrete response.
