(U) Summary: The sixth annual meeting of the U.S.-Indonesia Dialogue (USIBDD) in Jakarta on August 29-31, 2006 the two sides agreed to 138 military-to-military events for 2007. USPACOM and the Indonesian military (TNI ) also signed a Terms of Reference (TOR) formalizing the annual meeting process and its secretariat. The activities for 2007 build upon those under way for 2006. End summary. ¶2. (U) The sixth annual meeting of the U.S.-Indonesia Defense Dialogue (USIBDD) was held in Jakarta August 29-31, 2006. The Dialogue was co-chaired by Director for Strategic Planning and Policy Directorate, USPACOM, RADM Michael Tracy and Indonesian TNI Assistant to the Chief of General Staff (CGS) MG Bambang Darmono and involved planning sessions at the working level on both sides. The U.S. delegation included representatives from PACOM, the Pentagon, State and Embassy Jakarta. Both sides welcomed the increasing cooperation between the two countries' militaries. ¶3. (U) After opening remarks, the co-chairs signed the BDD Terms of Reference (TOR),which formalizes the BDD meeting process by designating the U.S.-Indonesia Defense Dialogue as the forum for discussion of regional security issues and the setting of future security cooperation goals. The TOR also established a Secretariat to facilitate the work of the BDD between annual sessions. ¶4. (U) In the Executive Working Group (EWG) plenary session, Indonesia presented briefings on Maritime Security Operations in the Malacca Strait, Avian Influenza and Disaster Management. USPACOM delivered briefings on Communications Interoperability involving the CENTRIX system for multinational force use in the Pacific, the Sulu/Celebes Sea Trilateral Border Seminar held in Kuala Lumpur the preceding week, Pandemic Influenza and Intelligence Modernization. ¶5. (U) In the discussion on the Malacca Strait, PACOM proposed conducting an analysis of where Indonesian coverage of the Strait might be weak and offered to develop support for Indonesia's maritime security capability and capacity in 2007 events. On disaster relief, the TNI highlighted the need to enhance capabilities in human-resources, training and education and equipment and facilities. Specifically, the TNI requested PACOM provide air transportation assistance, including provision of C-130 parts. ¶6. (U) The two sides agreed to 138 activities for 2007. These comprise 64 activities in training and exercises, 10 in logistics, seven in intelligence and communications, 42 in education and specific programs and 15 senior visits. ¶7. (U) The next USIBDD meeting will be hosted by the United States in Hawaii in 2007. PASCOE
