C points to Hasan Kleib, Department of Foreign Affairs Director for International Security and Disarmament Affairs, on September ¶8. Kleib had read the points the night before, which he had received through a copy we had left at the North American Affairs desk. Without indicating any specific planned Indonesian action, he stated unequivocally that Indonesia supported UNSCR 1695, because it was obliged to do so under the UN Charter. He added that events in North Korea are important to Indonesia, given the possible spillover effect on the rest of Asia. Kleib noted that Indonesia's Special Envoy had attempted to persuade the North Koreans to return to the Six-Party talks, and Kleib himself had told the North Korean Ambassador that Pyongyang had gone too far when it launched its ballistic missile. ¶2. (C) Kleib said that Indonesia's participation in the Five Plus Five talks was indicative of Indonesian desires to assist. After an exchange with Kleib on what actions by member states might constitute "vigilance," PolCouns urged that the GOI take proactive steps as suggested in the talking points. He expressed the hope that the GOI would be prepared to discuss steps that it would take during the next Five Plus Five session in New York. Kleib made no commitment in reply. PASCOE
