Poloff met with Ministry of Foreign Affairs International
Organizations First Secretary Ngo Thi Lien March 10 to
deliver reftel demarche. Lien said the GVN is considering
signing the Third Additional Protocol. She said she is
unaware of any changes in GVN policy that would affect the
GVN's current support for the Protocol, but noted that the
GVN does not yet have a final official position on signing
it. Lien promised to advise the Embassy when the GVN has
made its decision.
