1. (SBU) Econ Counselor delivered reftel demarche points on
November 6 to Dr. Nguyen Van Binh, Deputy Director General of Trade
Policy for Americas, Ministry of Trade. Dr. Binh was reassured when
Econ/C reiterated the second point, namely that the United States
intends to actively support General Council approval of WTO
accession for Vietnam. Dr. Binh said he would inform his superiors
of the demarche.
2. (SBU) Comment: Most of the officials in the Ministry of Trade
who deal with WTO accession are in Geneva for the November 7 General
Council meeting. End comment.
