2. (C) On October 26, MFA Americas Department Deputy Director
General Nguyen Ba Hung informed us that Vice Foreign Minister
Vu Dzung plans to travel to Iran and three African countries
in late November. The Iran portion of the tour is part of a
regular series of bilateral exchanges. On behalf of the GVN,
DDG Hung asked for any points that the USG would like VFM
Dzung to raise with his Iranian interlocutors, particularly
on the subject of Iran's nuclear program.
3. (C) Comment and Action Request: We frequently raise with
our GVN interlocutors the need for Vietnam to move beyond its
"omni-directional" foreign policy in which it seeks to be
friends with all, and instead begin to take a stand on issues
of regional and global concern, such as Burma, Iran and North
Korea. The GVN took a tiny step forward recently in its
relatively harsh criticism of the DPRK's nuclear test. We
view the GVN's request to us for points to use with the
Iranians on their nuclear program as another modest, but
nonetheless welcome, attempt to play a positive role
worldwide. Post requests appropriate points we can share
with the Vietnamese. End Comment Action Request.
