(SBU) On August 25, Poloff met with MFA International Law and
Treaties Department Desk Officer Pham Thi Thu Huong to deliver
reftel diplomatic note and bio in support of the U.S. candidate for
the International Law Commission (ILC). After receiving the
diplomatic note, Huong explained that information about other ILC
nominees and requests for support had been arriving at the MFA since
June. [Note: Post received reftel on August 22. End note] A
packet containing information and recommendations about these
nominees was compiled by the Law and Treaties Department and
forwarded to MFA senior officials for a decision "a couple weeks
ago." Despite the lateness of the U.S. request, Huong said she
would forward the information about Mr. Matheson in an amendment to
the earlier package. The Embassy will be informed as soon as a
decision is made.
