After receiving the diplomatic note, Huong explained that information about other ILC nominees and requests for support had been arriving at the MFA since June. [Note: Post received reftel on August 22. End note] A packet containing information and recommendations about these nominees was compiled by the Law and Treaties Department and forwarded to MFA senior officials for a decision "a couple weeks ago." Despite the lateness of the U.S. request, Huong said she would forward the information about Mr. Matheson in an amendment to the earlier package.
