¶1. (SBU) On August 12, Pol/C delivered Ref A's points, the UNSC
resolution and the Secretary's statement to MFA Americas Department
Deputy Director Nguyen Hoanh Nam and discussed the matter in a
separate conversation with Americas Department Acting Director
General Pham Van Que. Both echoed sentiments expressed in Ref B and
pledged to share the points, the resolution and the statement with
the MFA's relevant offices and ministry leadership.
