1. (SBU) Pol/C delivered reftel points August 10 to Trinh Duc Hai,
Chief of the MFA Consular Department's Legal Affairs Division. Hai
responded that he "personally shares" many of the USG's concerns and
pledged to provide a more formal response once his ministry has had
a chance to further study the matter. On the subject of the GVN's
representation at the High Level Dialogue, Hai said that due to
possible financial difficulties, the GVN may not be able to send
delegates from Hanoi, but that the event will likely be attended by
staff from Vietnam's UN Mission.
