(U) On May 31, Poloff delivered reftel dipnote, CV and
points to the Ministry of Foreign Affairs' action officer
for human rights issues in the Department of International
Organizations, Pham Thi Kim Anh. Anh thanked Poloff for the
package and noted that several other governments have
approached the GVN seeking support for their own candidates
to the Committee. She stated that the GVN will wait until a
week before the vote on September 7 before deciding which
candidates to support.
