(SBU) Post delivered Ref B talking points via a diplomatic
note to the Guatemalan Foreign Ministry on August 30, 2006.
PolOff inquired about the status of a response to the note
during a November 7 meeting with Luis Carranza, Deputy
Director for UN Affairs in the Foreign Ministry's
Multilateral Affairs Directorate. Carranza reported that
Foreign Minister Rosenthal was currently reviewing the
proposed list of Guatemalan choices for elections at UNGA.
Carranza promised to notify us of a decision on this
particular election once the Foreign Minister had approved
the list.
