(SBU) PolOff delivered reftel demarche November 3 to Luis
Carranza, Deputy Director for UN Affairs in the Foreign
Ministry's Multilateral Affairs Directorate. Carranza said
that Guatemala had no diplomatic relations with the DPRK nor
any trade relations with DPRK entities. Carranza also
reported that the Foreign Ministry had sent a financial
announcement to Guatemalan banks following the passage of
UNSCR 1718 and said the Ministry would probably do so again
after studying reftel demarche.
