(SBU) In a follow up to October 16 delivery of reftel
demarche, Poloff solicited an official GOG position October
24 from Luis Carranza, Deputy Director for UN Affairs in the
Foreign Ministry's Multilateral Affairs Directorate.
Carranza noted that Guatemala had a clear position to support
the declaration and vote in favor of it whenever it came to a
vote in the Third Committee. Carranza opined that there was
little likelihood that Guatemala would change its position.
