ANNOUNCEMENT

(SBU) In a follow up to delivery of reftel demarche to
Guatemala Foreign Ministry officials on October 10, Poloff
met October 12 with Luis Carranza, Subdirector for UN Affairs
in the Foreign Ministry's Multilateral Relations Directorate.
Carranza noted that the Foreign Ministry had released an
October 9 statement condemning the test and said that the
Foreign Ministry was attempting to persuade the Guatemalan
Congress to issue a resolution that also condemned the test.
Carranza said the GOG was not considering any sanctions
because they were not relevant to the Guatemalan context but
noted that Guatemala shared the almost universal Latin
American opposition to nuclear proliferation. (Carranza
explained that his "almost universal" qualifier referred to
Venezuela.)
