(SBU) PolOff delivered message and statement July 7 per reftel to Ministry of Foreign Affairs' acting director for Department of Americas and Asia, Audrey Waddell. Waddell did not have a response to the points about North Korea's missile launches and did not seem very familiar with the issue. However, she will pass the message and statement up to the Ministry's Director-General. Although Guyana once enjoyed close relations with North Korea in the 1970s and 1980s (former ruler Forbes Burnham admired and tried to emulate Kim Il-Sung's personality cult),Post believes this relationship has withered considerably. North Korea abruptly closed its embassy in Guyana several years ago. BULLEN
