1. EconOff delivered demarche as requested in reftel to
Neville Totaram, Coordinator of the National Advisory
Committee on External Negotiations (NACEN) within the
Ministry of Foreign Trade, on June 2. Trade Minister Rohee
was out of the office. Totaram agreed that approaching
Paraguay on the subject of the CBTPA waiver at the June OAS
General Assembly was the "logical thing to do" and said he
will brief Rohee and FonMin Insanally on the matter.
