(C) PolOff delivered demarche per reftel May 24 to Ambassador Elizabeth Harper, Director General (and number two) at Ministry of Foreign Affairs. Harper was unaware of any movement afoot to include a statement in support of Iran at the NAM Ministerial. Nor had she read such language in the draft declaration she had seen. Harper said that Guyana's High Commissioner to the UK, Laleshwar Singh, would attend the Ministerial and she will convey the essence of the demarche to him. ¶2. (C) Speaking more generally, Harper said that Guyana was strongly in favor of peace and security, and thus supported efforts to curb the proliferation of both conventional arms and nuclear weapons. She added that Guyana's principal multilateral concern is that the development agenda has "fallen by the wayside" at bodies such as the UN.
