(S) Khan is implicated in plans to assist Desi Bouterse in overthrowing the democratically elected government of Suriname per reftel B. Bouterse is a former President of Suriname, a current Member of Parliament, drug dealer and prime suspect in the &December 88 murders when fifteen prominent Surinamese opposed to his military rule were murdered, and he masterminded two coups in 1980 and 1990. Credible evidence indicates that Bouterse may be planning to stage a coup in Paramaribo and assassinate Attorney General Subhas Punwasi, Minister of Justice Santokhi and also take the President of Suriname hostage. Khan is a known associate of Bourterse and Bouterse is believed to have enlisted Khan to provide hit men to perform the assassinations. Both are involved in arms for cocaine smuggling and are implicated in murders and planned assassinations in their own countries. ¶4. (S) Khan has established connections with the Revolutionary Armed Forces of Colombia (FARC) and has acted as a middleman in cocaine for arms transactions. In such instances, Khan has smuggled guns into Guyana and then exchanged them with the FARC for cocaine. There are strong indications that Khan was deeply involved in a December 2005 shipment of weapons to FARC in Columbia. FARC continues to be listed as a designated foreign terrorist organization. ¶5. (S) Khan also threatened the lives of the Ambassador and the then RSO when DEA developed a plan in 2004 to establish a counternarcotics operation in Guyana. After an informant leaked details about the plan Khan threatened to blow up the site of the operation and made the death threats. These threats forced the operation's abandonment. ¶6. (S) Khan is involved in numerous terrorist activities as clearly evidenced by his known association with a designated terrorist organization and his access to funding and arms. Kahn was previously listed in Class as he is wanted in Vermont on a federal failure to appear charge and in Maryland on a state probation charge.
