¶1. Emboff delivered reftel talking points to Ivor English, Director
General, Guyana Maritime Administration, on November 14, 2006.
English said MARAD will not be sending a representative to the
November 29 International Maritime Organization Maritime Safety
Committee meeting. English agreed to review the U.S. position and
circulate the talking points to colleagues in the Caribbean
Memorandum of Understanding (CMOU) on Port State Control. English
also mentioned that he is traveling to meet with USCG officials in
Washington later this week on behalf of the CMOU to discuss
potential training programs. This may be another opportunity for
intervention on this issue.
