¶1. On October 17, Charge met with Ministry of Foreign
Affairs Director General Umaru Wurie to deliver reftel points
and discuss the CCW protocol on anti-vehicle mines. Charge
explained the framework of the protocol and opt-in provisions
and USG concerns about the inability to reach consensus on
the text. DG Wurie listened to our concerns and said he
would convey the information to Minister of Foreign Affairs
Koroma.
