1. (C) On August 24, PolOff met with Director General of
Foreign Affairs Ambassador Umaru Wurie. Wurie said that he
is expecting a Venezuelan envoy to arrive on September 3 to
discuss his country's candidacy for the UN Security Council.
Wurie said Sierra Leone's permanent representative to the UN
is already leaning towards Venezuela but there is no final
decision yet, as Wurie himself prefers Guatemala over
Venezuela.
2. (C) Comment: Wurie was in Guatemala during Hurricane Mitch
and harbors a soft spot for the country - he told us about
his preference for the Guatemalans the first time we brought
up the issue previously. At this point, however, it is not
clear who makes the final decision or if Wurie's sentiments
will shift after a visit from the Venezuelans. End Comment.
