(U) This message is sensitive but unclassified. Please treat accordingly. 2.(SBU) This is an update to the Energy Conference to be held in Athens on July 14, 2006. All Energy Officers, Economic Counselors and other appropriate officers from addressee posts who plan to attend should e-mail Kiriaki Lamnatou (lamnatouka@state.gov) by Friday, July 7 to make a reservation if they have not done so already. Please note that the conference will now take place at the Embassy and the conference fee has been reduced to 30 USD. Conference Agenda-July 14, 2006 (revised) -------------- 0900 Ambassador Ries Welcomes Participants 0905 Conference Objectives/State of Play Presenter: EUR DAS Bryza and Conference Participants Five-minute Summaries of State of Play by Embassies Ankara, Athens, Baku, Belgrade, Bucharest, Skopje, Sofia and Zagreb. 1000 Caspian Energy Reserves/Potential Means and Timing of Delivery to Europe: Presenter: Senior Energy Analyst Bud Coote 1030 Energy -- The Policy Geography Group Session Session lays out action forcing events (conferences,infrastructure, projects and intergovernmental meetings, etc) that will influence USG approach. 1130 Sequencing Presenters: DAS Bryza and USG Energy Analyst Who needs to do what, and when, to get Caspian gas to Europe. 1230 The Russian Strategy Presenter: Robert Garverick What Gazprom and the GOR are likely to do to prevent real competition in energy supply from emerging. 1300 No-host Lunch Archontiko Restaurant (Embassy vans to take participants to/from restaurant) 1300 Meeting with Minister of Development Sioufas Attendees: Matt Bryza, Ambassador Ries, Ambassador Derse, Clark Price (On conclusion of this meeting participants will rejoin the conference) 1500 Linking Strategies Presenters: DAS Bryza/EB, Group Discussion The role of S.E. (U) In view of conference agenda, please ensure that travel arrangements provide for arrival in Athens no later than the evening of Thursday, July 13. ¶4. (U) Those who have not already done so are requested to provide the names and itineraries of each attendee in the following format. Please e-mail Kiriaki Lamnatou (lamnatouka@state.gov) the following information asap in order to allow post to make all necessary administrative arrangements. Name of participant Accompanied by (if applicable) Post/Office Arrival and Departure Dates Arrival/Departure Flight/Times Room preference (specify single or double occupancy and smoking or non-smoking, request to stay with Embassy family) Arrival-July 13 -------------- ¶5. (U) Upon arrival to Athens airport on July 13, all conference participants should proceed through customs to the "arrival" area and exit the terminal. Curbside taxis are available to take you to the Grande Bretagne Hotel at a cost of 25-30 euros. Once you check-in at the hotel you should receive a packet with conference and Athens information. At 2030 you are invited to attend a no-host dinner at "Prytanion" Restaurant in Kolonaki. A map will be provided in the welcome packet. It is within walking distance of the hotel. Conference-July 14 -------------- ¶6. (U) Breakfast is available at the hotel. An embassy van will pick conference participants up at 0830 to take you to the embassy for the conference. Following the reception at the Ambassador's Residence at 1800 participants will take embassy transportation to the restaurant on the Plaka. July 15 -------------- ¶7. (U) For those participants whose travel plans allow it, arrangements have been made to tour the Acropolis/Ancient Agora at 1000 on Saturday, July 15th. The tour will be led by an expert from the American School of Archeology, and transportation will be provided from the hotel to the Acropolis and back. RIES
