(C) On July 25, emboff delivered ref A points to Irish Department of Foreign Affairs International Security Policy Section Third Secretary Michael Keaveney. Keaveney welcomed the dissemination of the incentive package details, as this will show the generosity of the P5 1 offer. The international community will be able to agree that the package should be acceptable to Iran and that a response from Tehran should be forthcoming. Keaveney restated GOI support for the U.S. decision to offer direct dialogue with Iran in exchange for a cessation of uranium enrichment activities (ref B). ¶2. (C) Keaveney also related the GOI's understanding of the sequence of upcoming actions in the UN Security Council. First, he said, the UNSC would pursue a resolution giving Iran a certain amount of time to accept the P5 1 package. Then, if no response were received, the UNSC would move for a second resolution imposing sanctions on Iran.
