(U) On July 18, emboff delivered reftel points to Irish
Department of Foreign Affairs Americas Section Third
Secretary Myles Doherty. Doherty explained that there is

little Irish presence in Haiti and that the GOI would likely
not be represented at the July 25 donor conference (of which
he had no previous knowledge). He promised to pass the
request for aid along to Irish Aid, the USAID-equivalent
agency within the DFA, but noted that Haiti was not a
priority country for them in terms of Irish development
assistance.
