1. On June 12, emboff delivered reftel points regarding the
Fissile Material Cutoff Treaty (FCMT) to Department of
Foreign Affairs Disarmament & Non-Proliferation Director
Adrian McDaid and Desk Officer Michael Keaveney. Post
followed up on June 23 with Keaveney, who said that while
Ireland was committed to an effectively verifiable treaty
(and thus preferred the Shannon Mandate),the GOI would
consider supporting any proposal that was able to achieve
consensus. He stopped short of saying that Ireland would
explicitly endorse the U.S. draft mandate. Keaveney also
said that Ireland was skeptical as to the utility of the U.S.
draft mandate, considering Chinese and Russian opposition,
and was interested in U.S. plans to overcome this opposition.
