1.(S) Summary: Air Force Secretary Michael Wynne (SECAF) met
Sheikh Mohammad bin Rashid Al Maktoum (MbR),UAE Vice President,
Prime Minister, Minister of Defense and Ruler of Dubai, on
December 11 to discuss military cooperation. SECAF thanked MbR
for UAE military cooperation, particularly at the Gulf Air
Warfare Center. MbR pledged continuing support and the UAE's
desire for a long partnership. MbR and the Commmander of the UAE
Air Force queried SECAF about a new USAF tanker as well as a
light cargo aircraft. End Summary
2.(SBU) MbR was joined in the meeting by Sheikh Hamdan bin
Mohammad Al Maktoum, Chairman of the Dubai Executive Council
(and MbR's heir-apparent),Major General Mohammed bin Suwaidan
Al Qamzi, Commander of the UAE Air Force and Air Defense,
Mohammad Abdullah Al Gergawi, Minister of State for Cabinet
Affairs, Dr. Mohammed Khalfan bin Kharbash, Minister of State
for Finance and Industry and Dr. Hanif Hassan Ali, Minister of
Education. Consul General, USLO Chief Colonel Knouse and
PolEconoff (notetaker) represented Embassy Abu Dhabi and
Consulate General Dubai.
3.(S) SECAF thanked MbR for UAE military cooperation,
particularly at the Gulf Air Warfare Center in Abu Dhabi. This
regional facility is effectively enhancing interoperability and
cooperation between the U.S. and members of the GCC, Egypt,
Jordan, Pakistan, the UK and France. SECAF highlighted a recent
training operation as epitomizing the spirit of the center. MbR
agreed and said his goal is peace throughout the region. MbR
pledged continued cooperation with the U.S. SECAF announced he
looks forward to a long partnership with the UAE to which MbR
quickly and emphatically replied "We want it!"
4.(C) MbR and General Al Qamzi queried SECAF on USAF plans to
identify a new joint tanker, capable of multiple missions.
SECAF indicated the tender would be floated in January and a
selection between competitors EADS and McDonnell Douglas might
be reached by the end of 2007. General Al Qamzi also asked
about USAF plans for a new light cargo aircraft. SECAF said the
tender would go out in mid-summer 2007. He expects the process
to move quickly as there are many commercially available
aircraft that could be adapted to fill the role.
