(S) On 01/19/2006 at approximately 1030 hours, a man approached the Embassy requesting to speak with Michael Fogarty from the security office. ARSO was notified and identified the subject as Kader Dirar Ragueh reported in REFTEL. After careful screening the subject was escorted to a secured area on the compound and ARSO proceeded to interview the subject. Subsequently the subject was interviewed by ORA personnel. ¶2. (S) Per REFTEL ARSO and Post officials were anticipating the subject's arrival to conduct proper vetting and scrutiny of the information he had earlier provided. ARSO conducted the interview in accordance with DS SOP and found the subject to be mentally sound, lucid and coherent. The subject provided a Djibouti passport and Djiboutian identification card as proof of identity. The subject did not have specific threat information against American personnel or facilities in Djibouti and was instructed to contact ORA personnel for the remainder of his stay in Djibouti. ¶3. (S) ARSO and ORA discussed the details of the interview and agreed that the information provided merits further investigation and development. ARSO does not anticipate any further contact from the subject. ¶4. (S) The subject provided the following documentation to corroborate his identity: Name: Kadar Daher Ragueh DPOB: 1956, Djibouti Djiboutian passport 6191 Djiboutian National ID 047906 ¶5.
