1. (C) On 01/16/2006 Post received a fax from Haji Abukar
Cumar Cadaan concerning the relationship between U.S.
Intelligence and Bashir Raage Shirar. Shirar is a known
warlord in Mogadishu that the subject claims is receiving
funding from Western intelligence groups, including the U.S.


2. (C) Details of the fax were discussed with ORA. Haji
Abukar Cumar Cadaan (Abukar Omar Adani) is a known
businessman in control of the El Ma'an Port in Mogadishu. The
subject provided telephone numbers and an email address (see
below). The fax did not contain specific threat information
against American personnel or facilities in Djibouti. ARSO
passed the information obtained to ORA for evaluation and RSO
will work closely with ORA personnel to follow up on any
further contacts made by subject. RSO requests the Department
to conduct a name check on below listed subject to determine
any correlating factors.
