REASONS 1.4 (B) AND (D).
l. (C) Djibouti's Foreign Minister remained non-committal
towards voting for Guatemala over Venezuela in the upcoming
vote for a non-permanent seat on the UN Security Council.
During the March 13 meeting with Ambassador and POL/ECON, the
Foreign Minister gave neither a positive nor negative
response to the question.
¶2. (C) A similar demarche was also delivered on March 8 to
Djibouti's Under Secretary for Bilateral Relations, and the
response was also non-committal. The Under Secretary
indicated that Djibouti has no diplomatic ties with
Venezuela.
