1. (U) On January 4, 2006 at approximately 1900 an
attempted break-in of an embassy residence was prevented by
the Local Guard Force (LGF) Mobile Patrol. The Local Guard
Force (LGF) was alerted by a phone call to the embassy
reporting a suspicious person loitering near an embassy
residence. The LGF notified the Mobile Patrol, RSO and
called the local police.

2. (U) Upon the LGF Mobile Patrol's arrival, the
perpetrator was observed attempting to climb over the
residence wall. The perpetrator fled the scene and was
detained by the Djiboutian Police who responded to the
residence. The individual appeared to be a vagrant and was
taken into custody by police without incident.


3. (U) Post has specifically addressed the recent increase
in crime and the vital role residential guards play in
protecting U.S. Government employees in Djibouti. This
incident is further evidence of the vulnerability of Post's
residences and the reality of service in this poor and high
terror-threat nation in the Horn of Africa.
