THREATENING LETTER AGAINST FOREIGN MISSIONS

(SBU) On 02/12/2006, RSO was informed by the Canadian High Commission Security Officer that the Swiss Embassy received a general threat against foreign missions reportedly by the Jamatul Mujahideen Bangladesh (JMB). The message was sent via letter and a scanned copy was sent to RSO. In these letters, the threat is not directly against the Swiss Embassy, but makes several threats against the BDG government and foreign missions. Below is a copy of the threat letter received by the Swiss Embassy. Begin verbatim: JMB...JMB...JMB... I Md. Masud Rana declare that...I am a JMB high official in Bogra town, I all time work against the government. This is our command from the cent real camp. Present prime minister is an very ignorant and she does not any work from her brain. So, she is ignorant woman. And her son is a third class leader. He is thinking I am prince of Bangladesh, but he is nothing, one day we must kill him. This is our main aim. Our next target judge and foreign mission in Bangladeshi high official, in few days, we will attacked in the Foreign mission. So, I want to warn of the foreign mission high official. And specially I want to say to bogra Judge in few days he give me resign from the post. No, I am unemployed. So I can do everything al though, now, I am doing oil and spa sprats business but, I am not satisfied of my work so, any time, any where, I can do attack in bogra. And tarique zia has done lot of corruption. Next, our main target he, my home in bogra city. Now, I want to see hos is police power. If, police able to arrest me then I will think police is ok, and if police unable to arrest me then, I will think police is foul defense of the BANGLADESH. (SBU) RSO Action: RSO FSNI made contact with the listed phone numbers and spoke to the wife of the named man in the letter. According to her, she started having trouble with the police around one week prior. Since then, her husband has been interviewed by the police several times. When asked about who could have sent the letter, the wife stated that he did not know of any grudges with friends or family members but her husband had an idea who it might have been. Regardless, the Swiss Embassy has notified the police and the police are further investigating the matter. Due to the suspect signing the letter GMB, and the overall context of the letter, RSO does not believe this to be a credible JMB letter or threat. This letter appears to be a poison pen as most in this region have many specifics on how to contact the "victim" of the poison pen. RSO believes that post's current security posture is adequate and considers this case closed. ¶3.
