¶1. (SBU) Poloff delivered to Ambassador Liberata Mulamula,
Director of the Ministry of Foreign Affairs' Multilateral
Division, on June 12, demarche concerning a United Nations
Security Council (UNSC) resolution on Burma (reftel A).
Mulamula said the Government of Tanzania (GOT) believes the
matter of Burma should be referred to the Human Rights
Council (HRC) and be that body's first test case "rather than
have a resolution die in the Security Council." Mulamula
said that GOT officials have spoken with officials of
"Myanmar" who were "willing to consider favorably" the matter
of referral to the HRC. Mulamula said the GOT is sounding
out the USG on this issue in New York and has not yet made a
formal proposal for referral to the HRC.
¶2. (SBU) In response to Poloff noting the strong statement
that a UNSC resolution would send, Mulamula said the thrust
of the draft resolution on Burma is on human rights
violations, not a threat to international peace and security.
Mulamula said GOT officials have spoken with representatives
of ASEAN countries, all of whom are concerned about the
situation in Burma, especially in light of the extension of
Aung San Suu Kyi's detention. However, there is no concensus
for a resolution and the GOT does not want a stand-off in the
UNSC. Mulamula added that the situation in Burma cannot be
dealt with adequately under UNSC regulations.
¶3. (SBU) COMMENT: We have pressed Tanzania on Burma
repeatedly during Tanzania's tenure on the UNSC and, while
the GOT position voiced by Mulamula is not ours, we are
encouraged by greater signs of engagement on the issue.
However, we will continue to press for Tanzanian support of
UNSC action. END COMMENT
