Latour for reasons 1.4(b) a nd (d). ¶1. (S) Poloff reviewed points in reftel with Ambassador Liberata Mulamula, Director of the Ministry of Foreign Affairs' Multilateral Division, on May 25. Mulamula said the statement being considered by the Non-Aligned Movement (NAM) is a general message which would underline the position that no state should be denied the right to research and develop nuclear technology for peaceful purposes. Mulamula said the draft paragraph on the issue is a statement of principle. Mulamula commented that the NAM is "not as cohesive as it should be," but noted that with three members of the United Nations Security Council also in the NAM, she is confident that the NAM "won't undermine the emerging consensus of the Security Council." ¶2. (S) Mulamula said the Government of Tanzania (GOT) is not optimistic, but hopeful, regarding a solution to Iran's nuclear situation, and agreed that unity of the international community is very important. Mulamula stressed that bilateral action should be avoided so that it "doesn't appear as a tug of war" and noted that Iran cannot afford to be isolated. Mulamula said the international community must "continue to actively engage Iran so that it feels the collective determination of the international community." ¶3. (S) Mulamula said the GOT suggestion of involving the UN Secretary General "doesn't seem to fly" with the USG. SIPDIS Mulamula suggested that the UN Secretary General send an envoy to Iran which would be a clear expression of international cohesiveness on the issue. ¶4. (S) Mulamula said the GOT is not yet convinced of the veracity of the claims that Iran's nuclear activities reach beyond peaceful purposes and reiterated the GOT position of "giving more time" before the UNSC takes action. In response to Poloff's noting Iran's continued defiance and failure to comply with IAEA commitments and NPT obligations, Mulamula referred to Iraq, saying "remember what happened with the weapons of mass destruction? Let's give them time." ¶5. (U) Mulamula said the GOT delegation to the NAM ministerial is led by Deputy Minister of Foreign Affairs Seif Ali Iddi and includes representatives from the Permanent Mission to the United Nations.
