(C) POLOFF delivered reftel demarche on the Proliferation
Security Initiative (PSI) to Ambassador Liberatta Mulamula,
Director of the Ministry of Foreign Affairs' Multilateral
Division, on April 5, 2006. While sympathetic to the
intitiative, Mulamula asked "why not raise the issue through
the United Nations" and suggested the Security Council,
General Assembly or the Disarmament Committee. Mulamula said
it is difficult for the Government of Tanzania (GOT) to
attend meetings in a variety of countries, like the PSI
Senior Level Political Meeting in Poland in June, but has
representatives available at the UN. Mulamula added that if
the USG really wants the PSI to have political strength it
should bring the issue to where countries already have
representatives and make it a true collective endeavor by
putting it on the agenda of the UN.
