Mulamula said the Government of Tanzania (GOT) usually leaves the countries of Latin America to decide which country occupies the GRULAC seat on the UN Security Council but noted that Venezuela's candidacy makes this election more complicated than usual. ¶2. (C) Comment: Mulamula did not disagree with the position that Venezuela would be a disruptive element on the Security Council, but she refrained from indicating any preference for a specific country for the GRULAC seat.
