(U) Poloff delivered reftel demarche concerning the election of the Secretary General for the International Civil Aviation Organization (ICAO) to Mawazo Paul Kaducho, head of U.N. Systems at the Ministry of Foreign Affairs' Multilateral Division, on February 24. Kaducha had no substantive reply regarding the U.S. candidate for Secretary General of ICAO or update regarding the ICAO Council's meeting, but said he would forward the USG recommendation to the Government of Tanzania's Permanent Representative to the United Nations. ¶2. (U) Econoff delivered reftel demarche to Dr. B.B. Rufunjo, Director of Communication and Transport at the Ministry of Communication and Transport, on February 8. Rufunjo expressed his gratitude for the information on the U.S. position. He said that while Tanzania often formulates a position regionally, the vote comes down to what someone marks on the ballot at the time of a decision. Rufunjo agreed that the vote should go to the person most qualified for the position and should not depend on geographical considerations only. RETZER
