(SBU) The Director of the Environmental Pollution Section of the Office of the Vice President of Tanzania, Ms. Angeline Mulande, told EconOff February 2 that the Tanzanian delegation to the Dubai Conference on the Strategic Approach to International Chemicals Management (SAICM) understood the U.S. government positions as outlined in reftel. Ms. Mulande agreed that the focus in Dubai should be on the chemicals already under discussion rather than including food additives or pharmaceuticals. She also stated that since SAICM is voluntary, the closing clause was also needed in order to avoid attempts to reinterpret any binding treaties that are already in force. ¶2. (SBU) Director Mulande noted that for Tanzania, as for other developing countries involved in the SAICM negotiations, a key issue remains how to finance the implementation and compliance that might be agreed upon during the conference. She said that the Tanzanian delegation remained open to any suggestions on this issue that the US delegation might put forward. WHITE
