(C) On March 28, visiting Director of West African Affairs (AF/W) Philip Carter and Charge made reftel demarche on Ambassador Mankeur Ndiaye, the Director of Cabinet at the Ministry of Foreign Affairs. Carter stressed that Charles Taylor must face justice, opining that his flight from Nigeria could negatively impact Liberia's stability. Ndiaye responded that President Wade was one of the first African leaders to call upon Taylor to step down. Ndiaye assured us that if Taylor came to Senegal, he would be detained. JACKSON
