(C) PolOff delivered reftel demarche on UN reform to
Bissau-Guinean Foreign Minister Monteiro on February 24.
Monteiro took some umbrage and launched into a discussion of
his preference for attempts at cultural understanding and
dialogue. When pressed about the GOGB,s views on UN reform,
he said the Government will likely vote with Economic
Community of West African States and African Union partners.
At the same time, he noted that he personally has great
affinity for the United States, studied in the United States
and agrees with most of the demarche points.
