1. (C) PolOff delivered reftel demarche to Bissau-Guinean
Foreign Minister Antonio Isaac Monteiro on Oct. 13. The
Foreign Minister was receptive and acknowledged the previous
conversations he had with the Ambassador, Charge and PolOff
on this topic. Monteiro understood the urgency of the matter
and agreed to discuss it immediately with the Prime Minister
and telephone their representative in New York. He did not
make a commitment to support Guatemala for a seat on the
Security Council outright, but he said both the GOGB and he
personally put great importance on the relationship with the
U.S. and will take our request seriously.
2. (C) PolOff also took the opportunity to tell Monteiro that
the U.S. is working toward re-opening its embassy in Bissau.
The return of the U.S. is one of the GOGB,s highest foreign
policy priorities and it may provide leverage on this and
other issues. Monteiro expressed sincere gratitude and
requested that the timeframe for reopening be accelerated if
possible.
