1. (U) This is an action request. Please see para. 3.
2. (C) On August 10, DCM delivered Ref A demarche to
Ambassador Claude Absa Diallo and Ambassador Mankeur Ndiaye,
the Secretary General and Director of Cabinet at the Ministry
of Foreign Affairs, respectively. PolOff separately made the
same demarche to Pape Oumar Ndiaye, the Director of
International Organizations. None indicated how Senegal
would respond. However, based upon previous conversations
with senior Senegalese officials (Ref B and previous),we
expect that Senegal will support a UN Human Rights Council
Special Session on Lebanon.
3. (U) Action Request for EUR-IO/EX: Embassy Dakar again
requests that Dakar be added to the UN Human Rights Council
Collective since Senegal is a member of the Council.
