1.(C) During a September 12 call on FM Diallo, the Ambassador
again emphasized USG support for Guatemala's UNSC candidacy
using talking points from Ref A. FM Diallo noted USG support
for Guatemala's UNSC candidacy and said the Ministry had
received many enquiries on this particular issue. FM Diallo
did not indicate how Benin would vote.
¶2. (SBU) While discussing the NAM summit with FM Diallo,
Ambassador delivered Ref B demarche and left talking points
as a non-paper. FM Diallo said that Benin had not sent a
ministerial delegation to Havana to participate, but would be
represented at NAM by the Embassy of Benin in Havana.
